01. duplicate the text layer.
02. Flip he duplicated layer.
03. set the opaticity to 40%
03. Make a selection with the rectangle but feather it to 20 or 40 and press delete once or two.
It depends on the font size.
And that's pretty all. ^^

Whell i'm actually writing a tut for my site on this but its not finished so i'll explain as best as i can how i did that.

-You dublicate the text layer.
-Then go to edit>transform, flip vertical and move the reflected text down just under the main text (so the bottom line touches)
-Then go to layer>layer style>gradient overlay and put make the gradient like this:

So on the side where the blue is put the colour of the background at the bottom of the header (so the text blends into the background) and then make the other side's opacity 0%
-Then just change the master opacity to about 40% or somehwre around there just see what looks good.
And you're done!

I hope thats understandable as i aint so good with explaining without pics. if you still cant do it you can send me a psd file of your header and i'll do it for you!

P.S. Reflected text is becoming popular i see. I have seen about 3 threads about it.
