does anyone know where to make cartoon vexels and how?? Can in be in adobe inllustrator or photoshoP?? hellp!!

It is not an 'effect'. It has to do with hard work. Like this (http://www.mickm.com/index.php?section=tutorials&id=99). You basically re-draw or trace parts of the original picture.

(of course you can imitate vexel-like effects with automated effects, but they will not look as good : ) )

Yes. You can actually draw that. I dont think you'd have to make that into a vexel. A vexel is a representation of an actual photograph, usually. I have never seen actual muffins like that on a photograph :)
On a deviant art (http://joshzma.deviantart.com/) account there is a good explanation on what a vexel is and how it differs from a vector.
Just draw :)

Just going to let you know, vexels and vectors are two different things. Vexels are art in which you use the pen tool to trace a photograph and colour it or something somewhat in that technique, there are many different ways. Vectors can be a number of things from drawings to shapes. Vectors can be resized into any size, big or small, and not become pixelated atall. (: Hope that helps.
