netFTP~Website Help!!!

Okay, for my website, www.scribble-cake.innocentheart.net (http://www.scribble-cake.innocentheart.net), I don't know how to get a navigation bar. I made the layout and stuff, but how do you do a nav. bar??? Plx help if you know how!!
