Is there any guides on starting a website (coding,were pages go ect)?
If not all i need to know is
when you click a page ex "about me"
how do you get that page to stay on the layout but still come up with the information?

if ur doing this in html then you need to target "main" or "home" what ever ur middle frame is called. if you are doing it in php it should auto stay on the page. hope that helps!

Depends on how you want to code your website. Also on who your host is. If your with a free host that doesn't offer PHP, use SHTML. Otherwise, use PHP. There are many tutorials out there for "make your site PHP", but Jem's tutorial (http://www.tutorialtastic.co.uk/tutorial/php_includes) is probably one of the best. ;)
Also, make sure you have an external stylesheet, it makes changing things easier. Also, have a folder with all your images in it so you don't have a cluttered website. Finally, name your files simple yet understandable. Don't use spaces, use underscores or hyphens.
