You just write your text, expand it, fill in that part with a different colour (in that case blue), and then feather it to your wishes. Hope this helped!

I find it easier to do it this way:
Open a new image and fill the background with the color you want surrounding your text, in this case blue.
Type your text in white.
Select the text then go up to the top of the screen to SELECTIONS, then MODIFY, then EXPAND. Choose how many pixels of color you want around the text and hit ok.
Then do your feathering.

I guess I could have explained how to feather, lol.
After you expand, keep your text selected.
Go back up to SELECTIONS, then MODIFY, then FEATHER.
Choose how many pixels and hit ok.

You could always just do a dropshadow. :)
I say the drop shadow method is much more easier.
1. Create/paste your text as floating.
2. Click on Effects -> 3D Effects -> Drop Shadow.
3. Settings should be:
Vertical: 0
Horizontal: 0
Opacity: 100
Blur: Just play around with the numbers until you like how your "glow" looks like.
Colour: "Glow" colour.
4. Click OK and your text should have that effect :)
It's similar to THIS TUTORIAL (http://www.slushh.com/tutorials/jasc/drop-shadow.php), just different settings.
