Resizing Issue - Urgent!

Okay, so i'm making a different banner for my story because they validated it [yay!] but I don't like the banner.

However.
When resizing the PSDs i'm using [the same as last time] they go all weird/blurry/fuzzy sort of.

But I don't know why because they were fine last time.

Last banner [right]:

I'm using PSP8. Any help would definately be appreciated! :)

That happens to me sometimes too.
I just use the zoom to make it bigger or smaller, then print screen and paste that. XD It always comes out smooth.

Sorry Fairy I was no help, but if you still don't know what Christine was talking about here is how you do it.
Open the image >Image >Resize >Make your measurements, Then go to >Resample using (there should be a check next to it) >Smart Size (There should be a drop down menu) >click on Smart Size >Ok

Then the image should be resized better now
