First things first.
Your domain needs to proporgate to your host before you can even think about creating it, if you have just registered it now, i doubt it will be done yet, it usually takes between 4-48 hours.
Once thats done, you need to collect your logins for both control panel + FTP from your host.
then you can login and start creating your domain.

Edit: I got a problem
I am following rexangel's tut and it says when I click this icon it says a couple of windows will open but only one does. in the tut it says a cgi-bin window will open but it does not...

Only one window opened in your cgi-bin? Did you double check to make sure you didn't delete anything that could be important?
