I have always been wondering how to make this glitter( it has stroke that has same color to the glitter color ) , using adobe photoshop:

Wouldn't you just make the background as well as the foreground the gradients?

I think thats how you do it in psp anyways.. but i can't make glitters in ps so I'm unsure.
