how to resize pics?

ok i took this pic (http://i32.tinypic.com/2mn0ke0.jpg) and 2 others and i went to Image > Resize and then the pics ended up like this (http://i27.tinypic.com/2rr2a0h.png) . Its very pixeled and i want to make a blend so how do i fix this or something? cuz i made a blend and its horrid, it game out like this (http://i25.tinypic.com/30c4yts.png) HELP!! PLEASE.
i have psp9 if that helps at all.

um. you do the zoom to something like 50% or whatever size you want...
printscreen and then crop.

At the bottom of the resize window, switch it to Smart Size or Weighted Average. That works for me :)

I use image >> resize too. But it doesn't turn out that way. I use PSP x1
