I don't know of any tutorials for tagging but I can try to explain how to do it for you in Animation Shop.

Open your tag in Animation Shop!
Open your glitter/graphic in Animation shop.

Click on Ctrl + A.
Edit > Propogate Paste.

Make sure you have copied your tag in animation shop. If you do it in psp, your tag will come out huge! Just a simple Ctrl + C will do that!

Once you get Propogate Paste clicked, Click CTRL + E and set your tag where you want it on your graphic/glitter!

Now I think that's about everything. I just went over that in my head. That's how I do it. I don't know if anyone else does it like I do or whatever.
If anyone reads this & can think of anything else.. Feel free to post it cause I rather suck at explaining shiz!

When I do ctrl+e the tag is huge! Like it covers the whole glitter!

If you're trying to copy it from psp it'll come out huge. make sure you copy the tag while it's in animation shop, then do ctrl+e over the glitter.

Here all you gotta do is copy your tag! then paste as new animation on as3 then copy that then to tag glitters press propogate paste The CtrlA>CtrlE>F12 This way you save it faster and all the glitters are tagged proparly :D If you want i can tag them for you it only tags me 10minutes

there was a tutorial on my site before it closed
i told you and i guess you never checked it out

anyway, make sure you put the tag on the bottom of the glitter b/c stealers can just erase the tag if its not on the glitter

It might just be better to open your tag in animation shop, duplicate it to the number of frames as your graphic has. Then select all the frames of your tag and copy it and select all the frames of your graphic and paste it wherever you want on there. It may sound like alot, but you can get really fast after doing it a few times.
