I've been looking everywhere for a tutorial on how to do a sun rayish effect..
Like starting from the center and going out to the edges?..

Use the pen tool. Make sure your setting are like so:

Start by clicking the center and then clicking on one corner:

Close it by clicking your starting point (the center), right click and select fill path. Fill it with whitish-yellow. Press enter. This will close the path. Set this layers opacity to 10-75%.
Done.
I looked around for a tutorial for you... but couldn't find one.... I'll try to quickly explain how I make it:
* Make equally spaced vertical black stripes
* Merge the stripes together, then delete the background, so you've just got 1 layer of black stripes
* Go to Filter-Distort-Polar Co ordinates
And you should have a line burst unless I've explained something wrong (I don't have PS on this comp to check :P)
* Ctl+U and pull the lightness tab all the way to the right to make the burst white if you want... it's easier to see the black stripes on a transparent background, so I always start with it being black :)
